Aims:

  • Reducing economic and social disparities in the European Economic Area; and
  • Strengthening relations of the Donor States Norway, Iceland and Liechtenstein with fifteen Beneficiary States in Northern, Central and Southern Europe.

Deadline for submitting concept notes: 01.07.2018;

Evaluation and selection of applications – a two-step evaluation procedure:

  • In the first step, only concept notes shall be submitted for evaluation;
  • Successful applicants from the first step will be invited to submit a full proposal;

Amount of financing available for projects – The total amount available for projects is EUR 31.89 million, of which EUR 15 million is made available for this call for proposals;

Amount of grant assistance applied for within a project:

  • Not be less than EUR 1 million;
  • There is no maximum grant amount per project.

Project co-financing: between 10% and 15% of the eligible expenditures, with reference to the status of the individual consortium members, whereas for NGOs up to 50% of the required co-financing may take the form of in-kind contributions in the form of voluntary work;

The projects supported must be regional cross-border or transnational in nature and involve multiple partners and activities in different countries. Eligible entities must apply as a consortium, consisting of entities from a minimum of three countries, at least two of which eligible entities established in any of the Beneficiary States of the EEA (Estonia, Latvia, Lithuania, Poland, Czech Republic, Slovakia, Hungary, Slovenia, Croatia, Romania, Bulgaria, Greece, Cyprus, Malta and Portugal) or in Albania, Belarus, Bosnia and Herzegovina, Macedonia, Moldova, Montenegro, Russia, Serbia, Turkey and Ukraine. An Expertise partner can be included in the consortia, which can be any entity established as a legal person in a Donor State (Norway, Iceland and Liechtenstein) in a non-eligible EU Member State or an international organisation, whereas the latter do not receive funding under the project;

Eligible project partners in the consortia: entities, public or private, commercial or non-commercial and non-governmental organisations and academia established as legal persons.

The procedure aims at proposals, regional cross-border and transnational project ideas focusing on soft measures like knowledge-sharing, the exchange of good practice and capacity building and seeks innovative project ideas that propose new solutions to common challenges.

  • Innovation, Research, Education and Competitiveness – Business Development, Innovation and SMEs, Research, Education, Scholarships, Apprenticeships and Youth Entrepreneurship, Work-life Balance, Social Dialogue – Decent Work;
  • Social Inclusion, Youth Employment and Poverty Reduction – European Public Health Challenges, Roma Inclusion and Empowerment, Children and Youth at Risk, Youth Participation in the Labour Market, Local Development and Poverty Reduction;
  • Environment, Energy, Climate Change and Low Carbon Economy – Environment and Ecosystems, Renewable Energy, Energy Efficiency, Energy Security, Climate Change Mitigation and Adaptation;
  • Culture, Civil Society, Good Governance and Fundamental Rights – Cultural Entrepreneurship, Cultural Heritage and Cultural Cooperation, Civil Society, Good Governance, Accountable Institutions, Transparency, Human Rights – National Implementation;
  • Justice and Home Affairs – Asylum and Migration, Correctional Services and Pre-trial Detention, International Police Cooperation and Combating Crime, Effectiveness and Efficiency of the Judicial System, Strengthening Rule of Law, Domestic and Gender-based Violence, Disaster Prevention and Preparedness.

The final date for eligibility of expenditures for projects is 30th April 2024 at the latest.
